It is a bit of bit banging to turn it into a nicer format, but it isn't too hard to create a file with latitude,longtitude,callsign,frequency,FM/AM information.

Why bother re-formatting it at all? Just grab the file as-is and put it on the empeg, then have the app Do The Right Thing to read the data it needs.
