The banks fear regulation of overdraft charges by the OFT. Refunding everyone who asks nicely, means no complaints to the OFT and no mandate for regulation. And even doing all that refunding -- while still, of course, shearing the sheep -- leaves them with more money than they'd make under any sort of fair regulation regime.
