I've been noticing the same slowdown. In the past, when this happened, it was a problem with one of the transatlantic links. One of my internet accounts had the problem, and another one didn't. Tracerts revealed the problem to be with BBNPlanet's transatlantic link, which the other account didn't use.

Dunno if that's the problem now, but you might want to try a tracert.
