Canada's CRTC, the body responsible for regulating communications, similar to the FCC in the US, rules on ISP bandwidth throttling today.

Unlike the FCC, CRTC is, generally speaking, tightly in the pocket of Bell and Rogers, Canada's largest communications companies. You might in fact say Canada's only, because for the most part, everyone else has to buy bandwidth/equipment/network access from them. The exception here is smaller regional cable companies and phone companies with their own equipment (such as Telus on the west coast and Cogeco Cable here in Ontario).

ISPs are allowed to throttle and traffic shape "when necessary" and in a transparent manner. I suppose by transparent they mean "invisible" - ie. without telling you. smile That's how it's normally been done here.

Canada is such a quagmire. At least we can go to the doctor for free. Of course we can't then go to another doctor and get them access to our medical records without paying a ransom to the first.

I should look on the bright side. At least internet prices are relatively low. Oh wait, they're not. At least speed is relatively fast and monthly bandwidth generally plenty. Oh there's a problem there too... Hmmm.
