I do not think there is a very easy way to do this.
Keep in mind that the EQs are in the factory player sofware (closed source, not editable), and the time delay feature is in the hacked Hijack kernel (a separate piece of software). With only a few exceptions, it's hard for the Hijack kernel to know what the player software is doing.
I'm sure there's a way to do it with some rather significant hacking and kludgy work-arounds in the hijack code, but it wouldn't be easy and I think you're probably the only person who would want the time alignment to change when the EQ is changed. (I think most of us tend to change the EQ for completely different reasons and at completely different times than we change the time alignment.)
