It would. Many reasons for this.

Yep, that's one of the reasons. One other reason is that a spun-up harddisc certainly consumes more power than a spun-down disc (but there is certainly a trade-off, because a disc spinning up uses even more power than an already sun-up one).
It would solve the buffer problem with it sometimes taking a few seconds to go to the next track , correct ?
It would certainly reduce the latency between selecting a new song and the start of the song playing. But it would certainly not eliminate it completely.
