I thought it was a matter of the number of twists per unit length, giving you a different speed rating. I am not sure about cat5 vs cat6, but I know that cat3 cannot coherently support 100Mbps LAN links (forcing me to set all of the machines in my local cube farm to fixed 10Mbps / half-duplex to avoid horrible network performance).
